About SMGH:
Stichting Overheidsgebouwen (SOG, or “the Foundation”) is a government-owned foundation established
in 2006 with the primary objective of developing, managing, and maintaining critical public infrastructure on behalf of the Government of Sint Maarten. The Foundation is tasked with overseeing key capital projects, including the design and management of public buildings, multi-purpose facilities, and event spaces, most notably the Jocelyn Arndell Festival Village.
Role Summary:
The two Executive Board Members of Stichting Overheidsgebouwen are responsible for the day-to-day management of the Foundation. It executes the objectives set out in the Articles of Incorporation and is accountable to the Supervisory Board of Directors (SBoD) for operational leadership, financial stewardship, legal compliance,and the implementation of strategic priorities related to the management and
development of public infrastructure and government-owned facilities in Sint Maarten.
Key Responsibilities:
- Roles, Responsibilities, and Expectations:
- Lead and manage the Foundation’s operations in accordance with its statutory objectives and strategic direction.
- Prepare and execute annual budgets, operational plans, and infrastructure investment proposals.
- Manage financial resources responsibly, ensuring transparent procurement, contract execution, and cost control.
- Oversee the condition, use, and performance of assets.
- Ensure compliance with applicable laws, regulations, and the Foundation’s Articles of Incorporation.
- Report regularly and accurately to the Supervisory Board on performance, risks, and material developments.
- Represent SOG in dealings with the Government of Sint Maarten, tenants, vendors, and other stakeholders.
- Safeguard institutional knowledge, operational continuity, and long-term sustainability of the Foundation.
Qualifications:
- HBO/ University degree in business administration, public management, engineering, real estate, law, or a related discipline.
- At least 5 years of senior management experience, preferably in infrastructure, public real estate, or institutional asset management.
- Demonstrated leadership in budgeting, project execution, stakeholder coordination, and compliance management.
- Experience with governance reporting, internal controls, and strategic planning.
- Strong understanding of the socio-political and cultural context of St. Maarten.
- Fluent in English; Proficiency in Dutch is a plus.
Key Competencies:
- Strong leadership and decision-making skills in a public-sector or mission-driven environment. Understanding of Sint Maarten’s institutional framework, public governance, and procurement regulations.
- Ability to manage diverse stakeholders and balance operational, legal, and financial priorities.
- High standards of integrity, professionalism, and public accountability.
- Excellent communication and reporting abilities, including preparation of board materials and government briefs.
Terms of Employment
- The position is offered on Contract of up to five years, with the possibility of renewal.
- Average of 6-8 hours work per week (including board meetings).
- The position may require occasional travel to attend meetings, conferences, and site visits.
